The Office of Special Programs works with campus and central office administrators to coordinate and support the Bilingual / ESL and Section 504 programs.Harlingen CISD is committed to providing English language learners an effective bilingual / ESL program that will enable them to be academically successful and reach their potential as productive citizens. Section 504 of the Rehabilitation Act of 1973 protects the rights of persons with disabilities and assures that students with disabilities have educational opportunities and benefits equal to those provided to non-disabled students.
